How much they represent the views of other races I don't know as they often seem to be whites who have an apparent hatred of their own race. That's not specific to Golliwogs though so may be drifting a little bit off topic.

Your explanation is most likely correct. My recollection of the origin was only a vague one of something I read. Some points you expanded on seem to trigger memories of the original text also. No doubt Black Peter would be viewed in the same light as Golliwogs by some though.
