I think you must be thinking of Swartz Peter...(Black Peter)..He is of German or Dutch origin, and is a similar looking doll to the Golliwogg... I believe was something to do with a chimney sweeps and good luck..(Chimney Sweeps are always good luck in England too, though not many about these days..)
In the Biography of Florence Upton, " a Lark Ascends" she explains that the doll was similar to one she had as a child, a folk doll brought to England from the USa in the late 1800s..Doesn't mention anything about a chimney sweep in there though...
I agree that the "PC gone crazy brigade" would do better to set their sights on really important issues rather than a much loved..doll
