Unaired RGB Pilot?

We have a copy of this promo on YouTube. We also have an even rarer promo commericial that has a bit of the same footage (plus more!) and is longer in length. It was released on an industry-distributed promotional tape acquired while Nora was working at Blockbuster Video in 1990. We think of them as being sort of like the "missing link" between the movies and RGB. We had never seen nor heard of a full ep or even a short of it until tonight when someone asked us about it. Does anyone know anything about it? I've emailed Frank Welker about it, but due to his busy schedule, he usually takes a bit of time to reply.
