I don't know what is available in new lathes but I am sure anything made in the USA will be beyond the price of the hobbyist. I do know that Grizzly purchased South Bend from Leblond and has committed to resurrecting the SB product line with mostly made in Taiwan. If you are new to machining I would suggest you join two groups:

I generally just lurk on the second as it is for "professional machinist" and they tend to discourage home shop type discussions. The exception may be the South Bend thread.
The reality is that the old American made manual machines are no longer in great demand by industry and have mostly been relegated to the hobbyist. So, you can get some really nice old iron for an affordable price.
