I figured it out. I turned the spokes down farther so i could push them through the rim far enough so the hub would just drop in. I used wood glue to glue the spokes into the hub and used a hot glue gun on the outside of the rim to hold the spokes in place until the wood glue dries, I shaved off the excess hot glue so the metal ring will fit. This looks better than drilling over sized holes.
