I had to go through this when I started offering parts. I recieved written confirmation that the breech casing is considered the receiver which is the part (48-09) that would require an FFL if you build them for sale. That's only if you are considered a "manufacturer" which by their definition means roughly that you are making them as a part of your income. For the hobby builder, no license is required.
