The BTAF identifies the frame or reciever as a "firearm" for legal purposes. For instance, one can sell and even ship by mail a trigger or hammer for a revolver, but the frame is controlled and must be shipped to a holder of an FFL. Which part of a gatling is considered the frame? Anyone know?
