I really Do not reccomend iodine, you should take the bird to an experienced avian vet, Iodine may cause the situation to get worse. Plucking is pretty common among african greys especially congo's. I suggest once you have seen a avian vet, that you buy the bird some more toys and rotate them about once a week in his/her cage, i would also get a good spray bottle and put it on a mist setting, you should try and give the bird a bath about once a day, ( please note you should keep the house warm ) you do not want the bird to catch a cold. But at the same time, the bath will allow your african grey's feathers and skin to not over dry, and become less itchy. Best of luck!
