unfortunately the error message is probably correct: another application has registered the ctrl-alt left/right hotkeys BEFORE FD so you should figure out what application is that and change its key bindings so that FD will be able to use them. Try terminating all the applications with Task Manager one by one (including explorer.exe) when if the guilty application is terminated probably the hotkey comes back available for FD (you'll need to continuously try to reassign it to FD) so you should also find out what application was that.
