I had the same problem, using a certain UNIX multi-desktop product, several months ago. I asked about it and was promptly advised that there was a newer version of XEmacs that fixed the problem; that proved to be the case. XEmacs 21.4.11 is available for windows; you might try that. If that doesn't help, a query on comp.emacs.xemacs may resolve it.
