What do you wish to gain from training? If it is truly only strength, that is, not bodyweight gain, and not endurance, then -many- sets is the way. Pure strength, as in maximum lifts, attained without gaining bodyweight, is a skill. To best practice this skill, you should be fresh for each 'rehearsal', and should 'rehearse' many times . This means long rest periods and many sets, until no amount of rest gets you fresh for another.............................. Building tissue is another matter entirely. If your strength-per-bodyweight is not an issue, and you're not on drugs, a truly full effort on one set should leave you essentially incapacitated, unable to attempt another worthwhile set. If you should feel as if you really didn't give it all, and need to 'top off' the set with another, your rest should be -short-, essentially making the next reps the tail end of of the first set. If it's tissue you're going for, not lifting ability, you're not trying to rest up enough to achieve a 'good performance' on the second set, but rather to exhaust your strength as effectively as possible, even if only with a light weight.
