My first question would be the extent you're trying to develop muscle and strength and burn fat... I'd say that you're reps are pretty low. 8-12 is where you should be for the intensity set(s) (my opinion). You could probably do a warm up with 1/2 the weight @ 15 reps.
You could be right about your rest time being too short. If you're only waiting a minute it might not be sufficient for your ATP supply. I have to say though that it doesn't sound like a problem and that it IS normal... the fact that you're getting 6, 5, then 3... you've gotta realize that you're not gonna have the same strength after all that anyway.
