Well, I've heard alot about the cardio first thing on an empty stomach, and the supporters say that it's the best time because liver glycogen levels are down at that time, and you get into fat burning quicker that way. Others claim studies that say it really makes no difference, so I think on that point, the jury is out. My advice, if you can deal with it that way, hey, why not?
Now, to the time issue. If your doing the standard fairly moderate even pace treadmill type of thing, getting your heart beat to a prescribed amount, then you're probably better off going 20 mins or more, I'm not sure where it came from, but the 20 mins thing sticks in m head as a minimum nuimber. However, if you're doing something along the lines of HIIT, High Intensity Interval Training (look it up on this site, using a site search from the main page) 15 mins is probably plenty.
