The effects of the way this person is doing the depth pushups are going to be speed or muscular power endurance in a limited range of motion. This type of exercise is good for 2 things really: 1. improving lactice acid tolerence, the "burn" effect. By doing this exercise from week to week he might be able to last longer before the burn starts to take effect. and 2. Improved Neuron speed, that's the speed at which the nervous system fires to recruit muscle fibers to do the kind of work he wishes. However if his range of motion is limited and he is not combining the exercise with other full range motion exercises, it really doesn't seem very functional. As for absolute expolosivness, stick doing it at a full range of motion.
