I have a question that I hope someone will be able to help me with. Is it possible to import Eucalyptus seed into the U.S. from other countries through the APHIS's Small Lots of Seed Program without the addition of a Phytosanitary Certificate? I'm worried that any accompaning seed capsules may place the seed into one of exclusion conditions set forth by the permit: "The shipment is free from soil, plant material other than seed, other foreign matter or debris, seeds in the fruit or seed pod, and living organisms such as parasitic plants, pathogens, insects, snails, mites."
