depends on if you normally expect prolonged periods of exposure to below freezing temps and/or cold dry winds within a month of so (or less) of planting. i planted several eucs and evergreen mexican oaks on my property near the oregon coast in the last couple of weeks and will probably plant more thruout the winter into spring---but then our heavily maritime influenced climate generally allows us to get away with it. if you have concerns (neglecta is a pretty hardy species) you might consider mulching heavily around the base of your plant and placing some kind of (temporary) screening between the plant and previaling cold winds and if really cold winter comes between now and spring you might even consider placing a cover like a garbage can over your small tree during the nite for extra protection during a cold snap. hope this helps.
