stratifcation for euc seed generally needs only exposure to temps of about 41f. or so (in other words above 0 c). long periods of below 0c may harm the seed. on the other hand, some species of alpine eucs do better with longer periods of stratification than others---some of the snow gums for example. have patience and remember that the outside euc seed if still outside may need longer exposure to warmer temps for full germination---it is still early spring and outside conditions may not be optimal for full germination and growth for several months yet.
