They're probably not botanists at all so I'd say the former, but the trees they're growing have been reproduced either by TC or cuttings. One forester in CA told me how to root camaldulensis cuttings, he said it's relatively easy if you use stump sprouts. Somewhere in an email from years back I have a list of the promising Simpson clones, the individual tree SC25 was a compromise between decent hardiness, salt tolerance, and growth rate/habit. There were others that had quite a bit more cold tolerance but grew much more slowly
