its most likely is eucalyptus gunnii (FYI there are around 600 types of eucalyptus---gunnii is the most commonly seen "hardy" euc in the PNW) and it can get bigger and spread wider. IMHO, you need to be concerned about the tree blowing down in the winter and damaging you or your neighbors property. typical arborist practice of cutting back or removing whole branches generally is not advised as eucs tend to sprout back extremely vigorously from any cut surface and you are left with unnaturally thick growth that is even more likely to break in high wind. if the tree is trimmed in the fall any resulting sprouts may die back if you get cold winter as the new growth is very frost tender. FWIW, you may want to seriously consider having the tree cut back to ground level---and then if it resprouts thin the resulting sprouts to severral or even one good stems over a couple of years time and then cut those back to the ground every 3-4 years or so at most. you will then be effectively dealing with a small tree/large shrub which is potentially less of a hazard to you or your neighbors and will still look nice. hope this helps. good luck.
