cutting back hard generally means cutting the plant back to a very short "stub" or just a couple of inches above the ground every 3 years of so. if you grow the plant as single trunked tree it should "naturally" prune itself over a period of time to reveal a clear trunk with comparitively little help from you. BTW,and IMHO, crepe myrtle is normally a large shrub or small tree and unless it is in a place too small for it does NOT need annual pruning to flower well (this kind of pruning back is sometimes called "crepe murder" by some) unless you are deliberately trying to keep it a shrub in the first place---my two cents and sorry about the rant. hope the stuff about the euc. is helpful to you.
