There is a quite productive area of eucalypt timber crops in the Caribbean side both in Western Veracruz and in Tabasco. But I am not sure if it is sea level or more inland. Semi-tropical species, including E. grandis and its hybrids.
Mexico is a bit of a mystery for Eucalyptus
Long history of cultivation, but not very widespread literature on them
