Hello Tee, and please excuse the delay!
a) If you leave it as it is now:
a.1) There is a live branch. The tree will try to keep growing from there first
a.2) There are 3 "main branches" (one with leaves). The tree will try growing some new branchlets from some of the joints of these main 3 and each of the leafless "dead" branchlets.
a.3) Not visible, but it will attempt to grow new shoots from the base, maybe from under the pebbles!
b) If you prune it back to the 3 main branches
b.1) You could remove the alive branch once you see some new young sprouts a bit more down. That way the "new growth" would tend to be more balanced
b.2) You should remove all the dead material anyways (look at the branches with an upper blackish part, which is dead tissue and useless) as no sprouting will happen there
b.3) There might be yet vigorous shoots growing from the pebble area. That means you might have to decide on what to do: keeping the 3 main branches and removing the basal shoots, or pruning back hard to near root collar and let the new shoots grow up again.
I would just let the tree tell you what to do
Temperatures should soon let it work "at full engine". It is maybe time to not be afraid to start fertilising it regularly (liquid feed, and /or some slow release fertiliser below the pebbles) Regrowth will be more vigorous if it has available "building materials" near the roots for new foliage, but the beginnings are slow, so no need to overfeed right now.
