Best moment to root prune could easily be "now" in your case
As long as there is not too much foliage "breathing" (so transpiring water taken from soil by roots), you can root prune quite severely without risk of plant dessication. But it is better to focus on the coarser roots, removing any encircling ones, and cutting back without fear, except if it means loosing almost all of finer roots with it.
Repotting into "fresh" substrate (preferrably somewhat sterilised) with some nutrients, and keeping it all moist and "warm" (so that is why it is better if frost season is over or almost over, and days lengthening) makes fine root recovery fast and at pace with new foliage building from coppice
The pot could be a "wider" one if you do not prune the rootmat sides, or the same if you reduce a chunk of it (say, two "sides").
A lot of words, but I should record a video or a photo-thread. It is really simple. And I tell you it can "resurrect" even if you leave almost no roots. But under intensive care, and relatively slowly.
