Actually, E. deglupta is surprisingly adaptable. It can tolerate cool weather and frost down to about 27-29 degrees, at which point it freezes to the ground. Susan MacDonald in Seattle grew one to almost 50' high, during a string of three very mild winters, before it froze to the ground in 2004. She says it even started to show the attractive colored bark in its final year. After freezing to the ground it grew back and reached about 20' tall before freezing again.
E. deglupta is certainly not a long term viable prospect in the Northwest... I just thought I'd mention it's more adaptable than one might expect for a tree of tropical origin. I can't think of anything else native to the Phillipines that would last through even a mild winter in Seattle.
