most likely e. deglupta is extremely tender (even more so than globulus which is also extremely rare to non-existant as a mature tree in the portland area). it natuarally grows in the phillipines and so it is most happy in a mmist, warm to hot environment with basically frost-free winters which even our mildest areas will not provide for a long enough period to grow a tree large enough to start showing the bark characteristics you are interested in. there are a number of eucs that have interesting colored bark that are more frost resistant than deglupta---niphophila, cordata,rubida, nitens, subcrenulata,baeuerlenii, ovata,pauciflora, pauciflora, and no doubt many others. they will not look exactly the same as deglupta but a well-grown healthy tree of one of these species will definitely stand out in the landscape.
