IMHO, you can cut the tree back almost to any point on the trunk or branches(the angle of cut is not important) and do no particular harm. you could cut it back to ground level and would probably end up with a multi-trunked large shrub or small tree. it is timing that is critical---my suggestion is that you wait until november/december to do any pruning, if you cut now regrowth may be susceptable to fall and winter frosts. cut late in the year and you will get most of your regrowth in spring and early summer of next year with less chance of frost damage. btw, your tree is most likely e. cinerea aka "dollar gum" which has silvery foliage and rough bark and is the most common species sold---usually as a summer bedding "annual" or pot plant.
