since you didnt indicate exactly which kind of euc you have growing (there are over 500 species and probably at least 10 or so that have been successfully grown in phoenix at least to a limited extent) will just give some general suggestions that might (or might not) be of some help. first, you might want to have a licensed/certified arborist give their professional assessment of the particular trees potential stabiliy under monsoonal wind conditions. second, if you indeed have serious safety issues with the tree, you might consider simply cutting the tree back hard---significantly reducing the immeadiate hazzard for at least a number of years and maybe (hopefully) cheaper than the cost of all the climbing needed to thin out the trees present crown. most eucs will come back strongly from the stump and you can then either maintain it as a multi-stemmed or single stemmed small tree by periodically removing/cutting (i.e. every 3 years or so) back the new stems to reduce both spread and height. hope this helps.
