According to Trees and Shrubs of Canberra by L.D. Pryor, Grevillea robusta is "sometimes completely defoliated by frost in severe winters", but survives.
"It is apt to develop dead wood in the crown when grown in Canberra and must be looked after carefully to preserve a satisactory appearance. Not sufficiently well-suited to Canberra's climate, but better planted as a specimen tree in suitable frost-free sites."
