Lindsay Pryor started planting Eucalyptus around there in the early 1950's. So any surviving tree of those is somewhat a relic! That is maybe the secret for so many rare taxa for Canberra being there? Either that or that and suitable microclimate for a bit tender species.
To me maybe the most surprising point is that if the largest specimens of these uncommon eucs are +35 years, then they maybe survived the killer frost of 1971 (lowest temperatures in 70 years or records for Canberra, some -10ºC aerial, -15ºC ground surface). Which apparently was a short duration event, but still quite a nice hardiness test for that type of "subtropical" eucs!

With half a million visitors per year, those gardens are not just a treasure, but a touristic milestone for Canberra. Securing funding is never easy, but if that place does not deserve proper care, which does? Someone should give Mr. Rudd a tour around there?
