Minimum temps are always tricky, because they can vary so much between the top of a hill and the bottom. Canberra City is in the bottom of a basin, so tends to record low temperatures. The botanic gardens are on the slope of a hill, and some native palms are grown there, such as Archontophoenix and Livistona species, albeit under a healthy tree canopy.
