As usual George and Phil made sound comments. As a complement...
It could also be an indirect effect of frost damage. Sometimes when heavy freezing occurs, some lesions appear in the basal area of the trunk. They are "frost cracks" (somewhat like if sap literally froze, increased in volume and "made the bark explode"). It could explain the other symptoms (the tree would be literally drying out because of lack of sap in the crown, as the "pipes" taking it there were damaged).
Still, browning of leaves can be caused as just direct damage by frost. Much depends on what Eucalyptus type you are growing there, and what was the lowest temperature before the symptoms appeared.
So, what does it look like? Round wholes like a woodpecker would do? Cracks near the base? A photo could be of aid, if possible.
No matter what, there could be room for...
