it is fairly normal for eucs to drop leaves throughout the year. on the other hand, eucs need full sunshine and do not like being in the shade of other trees and will bend/lean in the direction of the most sun if they are hemmed in by trees that block exposure to light and generally look spindly and unhappy. eucs are normally drought tolerant but if their roots are restricted by walls, pavement, other tree roots, poor initial planting practices that leave the trees roots spiraling around themeseves (called being "root bound"---very common) they may suffer from inability for the roots to expand out and obtain adequate awater. my guess is that removing any trees that are planted too close (15'or less is probably too close)may help with both crown competetion for light and root competition for moisture. most shrubs and succulents should not be any problem as they generally have different/smaller/shallower root systems than the trees and can be retained. if after all this has been done and the tree still looks sparse, you might consider cutting the tree back hard which should stimulate dense regrowth from the stump. hope this helps.
