The most cold-hardy eucalyptus such as E neglecta and E parvula are reliable down to near 0F but with some damage even so. You could try container growing and bring the plants indoors for the winter but Chicago winters often get down to -2F to -5F. Most eucs get rather stunted if kept in pots a long time. I don't mean to discourage you but, at best, you might have only dieback perennials.
