Well, that's a lot of different directions to look into. Odd that it got worse after being in the cone, so I'm wondering if there is any issues with her back/low back tail. Have her completely looked at, including x rays of lumbar/pelvis and tail. check anal glands as well Or, if you are more into the holistic approach, try a K9 chiropractor. If you don't find a medical reason, you may look into some of the holistic calming meds. There has been discovered a O.C.D. type gene in some breeds, and tail chasing can be a manifestation of O.C.D, like flank sucking or self licking. It is currently being treated with anti anxiety meds.
