Good additions! So, start to intersperse obedience when he least expects it... in the house, first. As you are preparing dinner, call him to you, praise, then have him sit stay until your done with a portion of prep... dismiss. Try to "surprise" him with when he has to obey commands. We do this pretty consistently around the stairs, but you can throw it in just about anywhere. Same thing outdoors... unpredictably, tell him to sit, stay, or heel, without any distraction present. Don't JUST do this when distractions are there, otherwise he'll be too distracted to focus, AND, will look at obedience as a form of punishment! Hope that helps a bit.
