The problem you have is similar to the problem that parents have with toddlers... who have learned that "in a minute" is possible...
Procure a good 20 to 25 foot long line. This can be nylon, or cotton web. No flexi leads for this problem.
This line is NOT a leash. You will put it on him, and not touch it with your hands. He will drag this about outdoors, until you see that he is ignoring it's presence. With your dog, that shouldn't take long, maybe five minutes. Some dogs need to be trained to ignore it for much longer. Once he is oblivious to the long line, you will get near the end of the line, and call him. If he doesn't come, or starts to move away, STEP ON THE LINE, and walk up the line, making sure to show him that your hands are empty. Once you get up to him, grab him briskly by the collar NOT TOUCHING THE LINE, and feed him a high value (some kind of tasty meat) treat. The trick here is to capture first, so that he learns 'resistance is fruitless". It should take about a week, but make sure he is in lots of different places, with distractions. Usually the dog starts to come to you on his own, since he learns that there is no point in prolonging the behavior. If he doesn't, we move to the next step. Try this first, and get back to me!!!
