Insert a smaller person (10 to 14 years old) into the behavior that you have when playing ball, or doing obedience. Have them throw the ball, tell the dog to sit and give a treat, whatever. Your dog needs to know that they are just smaller versions of you... or of people.
Go places where a LOT of children are.. and let him observe. At first, use it as pure distraction, so no matter what his attitude is, he has to do..... (fill in the blank) obedience (heel, sit, stay come) is great for this, as it triggers his memory, and not his reactions. If you have any other dog that is "good with children" allow your dog to interact with that dog as he interacts with children. The idea is to expose, without letting him get into trouble. If he has to be on leash when the other dog is playing with children, so be it. Try some of that, and let me know what transpires!
