He actually needs to be able to focus on the strangers, so he can learn about them. Don't interfere if he approaches, etc. encourage him by voice "good friends, that's right, good boy" as he's going out by himself. Don't bring him back to you for pets, praise or treats, because they think in a line... if he gets scared, and you give him a treat, he'll think that YOU want him to be scared. Start training him to do SOMETHING. Ball play? obedience? you need to find common ground for him to deal with strangers. If you can tell him to sit, and he does, then have strangers tell him to sit, and have THEM reward for it. You may be doing a little harm not letting him move away from you.
