Pretty close.. the key is that the dog is "recalled" to the handler protection, so the decoy may attack the handler, but the dog should be coming only because he was called, not because he heard the "attack" or the decoy making some sort of noise. You can also do this another way to mix it up for all. Have the handler "discover" the bad guy and call the dog as if she would at home, in case the bad guy attacks her. Then, as a reward for the dog coming to her, the decoy attacks.
