Maybe; maybe not. I would allow him to continue to enjoy himself outdoors, but stick your head out and call him to you several times during his outdoor period... praising and treating each time he comes - then free him to play again. He needs to learn that coming when called is pleasurable AND does NOT mean an end to freedom or play... as you will release him again and again and again to play and explore.
