Hi there!
Basically, yes. the handler cues the dog in most situations, and is aware enough to NOT put themselves into a situation where they can be "jumped". The other part of the training can be taught to the dog as a factor of situation/location. (ie, NEVER even THINK about protection in this situation, like a hospital..) or as a factor of something either the dog is wearing, or the handler is wearing. One of the first French Ring judges we had here was Christian Blaquart, a noted SAR handler for France. He would train his dog that when he (Christian) was wearing a hard hat, that was a sign that we NEVER bite... and would even correct the dog for biting a suit, if the handler was wearing his hard hat. So, there are a lot of methods to teach the proper response!
