I'm not sure... He is (was?) very well known, and I can't believe that his country would have any problem with his paper issues...But who knows? He really didn't "switch", as far as I knew, for any monetary gain.. he just gave out papers showing that the dog was purebred, but not always from the correct parents, perhaps a brother of the actual stud, things like that.
