That is an odd statment, since I feel that the opposite is more likely to occur... an INTACT female will usually be the dominant in a male/female pack. However, there are no absolutes in this situation. A male or female can be dominant, depending on the temperament of both dogs, age, and most importantly, neutered versus intact.
In your case, I would imagine that it's not a dominance play, as much as it is "hey, I'm not your little boy any longer"... a natural situation in all cases.
