We have a foster submissive pee-er at the house right now. We did exactly what you were talking about - grab her collar randomly and give her rewards.
The hardest thing to do is to remember NOT to yell or punish the dog for peeing. That just keeps the cycle going. Alice pee'd on my foot once, I yelled at her (out of reflex) and she managed to pee some more. Lovely.
Does she pee if they just tell her to get off of the couch or tell her to go in her crate? Does she have to be physically moved or can she just be told to?
