Tough pad??

I have a question, is the tough pad the same as paw wax? I ended up getting some paw wax just to keep in my doggie medical kit and I guess its mainly used for cracks in the dogs paw. Is that something that you should use throughout the winter? It also helps with dogs that have slippery floor issues I guess, I haven't used it for that but was wondering if anyone had?
