Actually, what is really strange is that for the above problem, it only happens when the system is turned on after a long rest, says more than 1 hours. We saw the whole line of lights become unstable at the first power on after a long rest, and when we turn off the lights' power on and off for a few times repeatedly, all of the lights becomes stable.
