The boat whistle isn't random, it is activated by giving a sector a lo tag of 10+(sound number), then when a player walks into that sector, the horn sounds. Put that tag in a bunch of different sectors, and it sounds random.
Now in Duke 3d, if you gave the sector a hi-tag of 3 it would play one of 3 random sounds, but I don't know if they implimented this in redneck. But I am sure it wouldn't be hard for someone to edit the confile themself.
I'm almost positive you can't have a random generate creature, but I bet you could change what the slot machine generates.
I'll check into it more.
