If every woman knew she was pregnant within a month than it might be considered, but that is not the case. I think a heartbeat can be detected at 6 weeks. It would be at least two weeks before a woman with clockwork menses might suspect she could be. For an irregular woman it could be months. It is what is considered an early abortion, too early to be limited to.
I tend to think that if abortion hadn't been brought to the forefront and spotlighted, it would still be protested but it wouldn't have wound up in new legislation.
