The Reagan years were 1981 to l989. The push to release patients came much earlier. In the 1960's and 70's there was a widespread movement to deinstitutionalize the mentally ill nationally. It was not led by conservatives: it was led by patients' rights groups and the ACLU. However it was not followed up by sufficient funding nor local resources to take care of this new population. Mental health physicans were over confident in the results that could be achieved with drugs..of course consideration wasn't sufficiently given to what happens if meds weren't taken as prescribed.
The Parkland shooter wouldn't have been a subject for institutionalism. He was a disturbed kid but not "crazy" as might be defined. I agree that those roaming the streets raving and not in touch with reality should be confined but there are more "normal" people who are a little "touched in the head" roaming around than I want to think about.
