Drilling a small hole in the muff and screwing it into the handlebar end may help to stop it flopping about. As skree said thick plastic box corners etc may help, with jubilee clips / cable ties in place to secure it.
Whatever you do, it's obviously got to be safe - you don't want sharp edges or metal in there...
Nigel made a cracking set of muffs using two old plastic oil cans.
